Dauphin County Technical School (DCTS) is governed in accordance with the Articles of Agreement approved by its seven participating school districts: Central Dauphin, Derry Township, Halifax Area, Harrisburg, Lower Dauphin, Middletown Area, and Susquehanna Township.
In accordance with Pennsylvania public school law, the Articles of Agreement establish a Joint Operating Committee (JOC) as the governing body of DCTS, exercising the powers and responsibilities of a board of school directors. The JOC consists of two school board members appointed by each participating district. Appointments are made annually at each district’s December school board meeting.
Officers of the JOC are elected from among the committee members at DCTS’s annual reorganizational meeting in December and serve for the coming year.
The JOC meets monthly, typically on the second Wednesday at 7:00 p.m., at Dauphin County Technical School. Meetings are conducted in accordance with the Pennsylvania Sunshine Act and provide a public forum for conducting school business and taking official action.
